The investors will be drawn by the success stories

The St Petersburg authorities will present 32 investment projects at the MIPIM exhibition. Those include both successfully implemented projects and prospective investment proposals of the city.

The projects due for presentation will be divided into four categories: transport and logistics, construction and industry, culture and tourism, and sports.

Transport and logistics

The "Transport and logistics" category will present three successful cases of project implementation, i.e. ZDS, Pulkovo and road infrastructure building under the comprehensive Slavyanka territory development project along with four prospective projects (pedestrian bridge across the Neva, multi-lane motorway, design and construction of new road network facilities, and light-railway transit system). The investors are proposed to implement, at their expense or in the framework of a partnership between the state and private business, a project to build a pedestrian bridge across the Neva which will connect the western part of Krestovsky Island near the Zenith stadium and Primorsky district near the 300 Years of St Petersburg park. The scheduled amount of investments is between 1.5 and 3 billion rubles. The project implementation timeframe is around three years with a recoupment period of some 20 years. The facility will perform a commercial function (shopping centres and restaurants) in structures adjoining the riverside and is due to ensure the return on investments. At present, work is underway to create a detailed sketch and project documentation of the bridge. The preparation of project documentation will take two years. The construction of the pedestrian bridge will start before 2016. The project of the multi-lane motorway implies designing and construction of the motorway from Prospekt Stachek (Strikes Avenue) to Prospekt Energetikov (Power Engineers’ Avenue) with construction of a bridge across the Neva River in the opening of the Kollontai and Bolshoi Smolensky avenues. The length of the six-lane motorway is 20 km, the throughput capability is 30 thousand cars and 10 thousand trucks per day. The investors will be proposed to implement this project on the PPP (public-private partnership) basis. The expected amount of investments will be 130 billion rubles. The project implementation timeframe is 5 years with a recoupment period of 20 to 25 years.
Considering the prospects of urban development of the territory in the south of Petersburg, projects are proposed to investors for building light-rail transport lines which will connect the major points of socio-economic attraction, i.e. nearby towns, subway stations, and Pulkovo airport. The extension of each line exceeds 15 km, the passenger traffic reaches 22 000 trips per year. Under a concession agreement, the city is prepared to supply the investor with prepared plots and to pay compensation to the level of minimum guaranteed income. As for the investor, it is proposed to him, in compliance with the agreement, to design and build the facility. Also, he will get the title to the facility and will use it throughout the period specified by the agreement. The amount of investments in the project will be 17.7 billion rubles. The implementation timeframe is three years with a recoupment period of 20 years.  

Construction and industry

In the sphere of construction and industry the city presents six success stories. Among them is a project of comprehensive development of the Baltic Pearl territory, construction of the Neva Town Hall complex, automobile and pharmaceutical clusters, creation of the Almaz-Antei North Wester regional centre and erection of the Tensar facility. By way of prospective projects the investors will be introduced to the comprehensive development of Yuzhny satellite city, Krasnoselsky light industry park, technological park of innovative systems in the sphere of municipal facilities, special economic zones and industrial areas.

Culture and tourism

In the sphere of culture and tourism the investors will be introduced to three success stories: the construction of the second stage of the Mariinsky Theatre, construction of a passenger port on Vasilyevsky Island, and the New Holland project. Scheduled for implementation are the following projects: reconstruction of the Apraksin Court historic quarter, creation of an exhibition and forum centre, and erection of an entertainment park.
One of the most interesting is the Apraksin Court project. Developed by now is an architectural layout plan of renovating the historic quarter according to which the Apraksin Court municipal multi-functional centre will consist of six functional zones. These include culture, education, offices, and co-working areas, trade, apartments and restaurant facilities.    
The Apraksin Court territories will be used mainly for cultural purposes. Their total floor area will exceed 45 thousand sq m, which is 40% of the entire territory. As early as the first half year of 2014, a finance-economic and technical model of reconstruction will be developed which will specify the project implementation pattern and how much time and investments it will take.

Social infrastructure and sports

In the "Social infrastructure and sports" segment the city will offer familiarization with success stories of building the social structure on the territory of Pushkinsky district and successful experience of building the social infrastructure on the territory of the Baltic Pearl facility. Included in the prospective projects due for presentation were the ice skating complex, sheltered Alpine skiing slope, track and field athletics arena, perinatal complex, and treatment and rehabilitation facility of the existing in-patient hospital. The ice skating complex project envisions the building of a sports stadium for skating with a seating capacity of 3 thousand people with a medical rehabilitation centre and a swimming pool, which stadium will be used for practicing in speed skating and competitions in compliance with requirements of the International Skating Union (ISU). The proposed form of project implementation is a concession agreement. The amount of investments is around 7 billion rubles; the project implementation timeframe is 3 years, the recoupment period 20 years.
It is also envisioned to build a sheltered Alpine skiing slope in the framework of the public-private partnership. An investor is supposed to design and build a sheltered sports complex with a year-round operative Alpine skiing slope 700 m long with a seating capacity of 800. The amount of investments in the project is 1.8 billion rubles, the implementation timeframe is three years and recoupment period 17 years.
It is planned to design, build, and operate the modern treatment and rehabilitation centre on the territory of the St Petersburg State-Funded Institution of Healthcare "Municipal Hospital No.40 of the Kurortny district" (floor area 28 thousand sq m, 480 beds). The project is scheduled to be implemented in the framework of a public-private partnership (PPP). The project costs around 4 to 6 billion rubles; duration of the agreement with PPP is 13 years (3 years of construction, with subsequent 10 and more years of operation).
The city authorities plan to hold at the exhibition a number of talks with interested parties and to sign an agreement with investors for implementation of projects which had been previously presented to the business communities in Germany and China.
